The rapid application of digital technology in rural areas has been carried out worldwide, but academic research on the theme of digital villages is still in its infancy. The academia is still unclear about the construction content, theoretical framework and realization path of the digital village construction. Against this background, this paper studies how villages can transform into digital villages and achieve a sustainable development. Firstly, this paper builds a digital village technology architecture system from four levels: infrastructure system, village brain, application support system and application service system. The system points out the specific construction content from the technical point of view, and provides scientific guidance for construction activities. Secondly, with the help of digital empowerment theory, the theoretical framework of the digital village construction to promote a sustainable rural development, is constructed from five fields: industry, ecology, culture, service and governance. Finally, the theoretical framework is verified through five Chinese cases, and two characteristics of a digital village construction are summarized to provide reference and guidance for digital village practice activities. The digital village construction should use data, digital technology and digital platform as the base, attract multiple subjects to participate and form symbiotic relationships, and achieve a rural sustainable development.

Wuqi District is located along the coastline of Taichung City. In the past, fishing was the main industry. However, the region now faces issues such as population outflow and aging. Although resources such as the Taichung Harbor Transformation Plan, the Mitsui Outlet Mall, and the Farglory Group Township Project have been developed in recent years, this has also impacted Wuqi’s community and residents’ lives. Therefore, constructing a suitable social practice model in Wuqi, one based on the local cultural background, is important for further assisting local development. Hungkuang University, located near Wuqi district, has been actively promoting social responsibility in recent years and has launched the Local Care Project for the Old Town of Wuqi District, aiming to assist local development. This article assesses the driving process and challenges for this development through participatory observation and interviews, and aims to propose ways to promote social responsibility in the future.

West Sichuan has long been affected by factors such as geographic location, transportation conditions, economic base and political and economic marginalization, resulting in a general lag in economic development. Based on the mechanism of coordinated development of culture-sports-tourism-education, this paper constructs the evaluation index system of coordinated development of the four systems. Using the TOPSIS entropy weight comprehensive evaluation method can measure the development index of each system of culture, sports, tourism and education in western Sichuan, and using the coupled coordination degree model GWR spatial analysis method, the spatial and temporal differentiation characteristics of the integrated and coordinated development of culture-sports-tourism-education in the four regions of western Sichuan, namely, Ya’an City, Aba Prefecture, Ganzi Prefecture, and Liangshan Prefecture, are studied. The results show that the education subsystem in western Sichuan has the largest increase from 0.258 in 2008 to 0.573 in 2022, indicating that western Sichuan has continued to strongly support education in recent years. However, it is also found that the region with the largest change is Aba Prefecture, with an increase of 0.287, and the smallest is only 0.112, which shows that there is a certain degree of variability in the development of the regions in western Sichuan. This study analyzes the development status and characteristics of the regions in western Sichuan, which is of guiding significance for the construction and development of these regions.
