Shepard Jones pointed this out already in his seminal work on The Scandinavian States and the League of Nations in 1939. 2 Shepard Jones made the point that the Scandinavian countries were characterized by a certain aloofness from European power politics, which allowed them to work actively, impartially and persistently to strengthen the League's organizational capacity, international law, arbitration and disarmament. This view has since been echoed by other writers and is still with us today as IR scientists conceptualize Scandinavia as an 'island of peace' 3 and the Scandinavian states as 'international norm entrepreneurs' in IOs.…”
