In the present essay, we analyse the development of the proto-federations of the democratic city-states. We examine the political institutions and policies developed in the Achaean federation such as common defense and external policy, military organization, representative federal bodies like popular assemblies, parliament, generals as military and political commanders, federal finance ministers, etc., as well as its economic institutions and policies: common currency, federal budget and federal revenues. We offer arguments as to why the Achaean federation emerged and proved successful and finally, we offer some ideas as to how the Achaean federation would have faced a series of current global issues such as the European Union integration, global terrorism, etc.

We examine their political institutions and policies, like common defense and external policy, military organization, representative federal bodies like popular assemblies, parliament, generals as military and political commanders, federal finance ministers etc., as well as their economic institutions and policies: Common currency, federal budget and federal revenues. We address in more detail as a case study the Aetolian Federation (Greek: Sympolitiae). Lastly, we compare this particular proto-federation with some of today's federal states and the European Union (EU) and conclude that in some respects the proto-federation was more advanced than the EU, and thus can serve as a benchmark in addressing current European issues.

Ο σκοπός της παρούσης διατριβής είναι μέσω της αλληλεπίδρασης της οικονομίας, των θεσμών και του πολέμου να καταδειχθούν οι λόγοι της ανάδειξης του φαινομένου της δημοκρατίας και των οικονομικών επιδόσεων που την συνόδευσαν, μέσω της ανάλυσης τριών μελετών περίπτωσης, της αρχαίας Αθηναϊκής Δημοκρατίας των αρχαίων ελληνικών κοινοπολιτειών-ομοσπονδιών και της μετα-μεσαιωνικής Αγγλίας. Διενεργείται μια συγκριτική και διεπιστημονική προσέγγιση με την εφαρμογή μιας νέας θεωρητικής έννοιας, της μακρο-κουλτούρας ως μιας δυναμικής διαδικασίας αλληλεπίδρασης αξιών, κανόνων και προτύπων συμπεριφοράς που οδηγούν στην εγκατάλειψη ενός παλαιού στατικού και μονολιθικού κοινωνικού και πολιτικού καθεστώτος και στην σταδιακή υιοθέτηση ενός νέου. Εφαρμόζουμε το μεθοδολογικό εργαλείο της μακρο-κουλτούρας εστιάζοντας σε τέσσερα κριτήρια: α) ύπαρξη ενός περιβάλλοντος “πρωτο-δημοκρατικών αξιών” β) προστασία περιουσιακών δικαιωμάτων γ) στρατιωτική οργάνωση και πόλεμος δ) αθλητισμός. Αποδεικνύουμε ότι η αλληλεπίδραση αυτών των αξιών, των κανόνων και των προτύπων συμπεριφοράς συνετέλεσαν στη ανάδειξη του φαινομένου της δημοκρατίας και των καινοτομικών οικονομικών θεσμών στην Αθηναική Δημοκρατία, τις ελληνικές δημοκρατικές ομοσπονδίες και την μετα-μεσαιωνική Αγγλία
