The Social Effects of Ethnic Diversity at the Local Level: A Natural Experiment with Exogenous Residential Allocation

Abstract: Relying on diversity measures computed at the apartment block level under conditions of exogenous allocation of public housing in France, this paper identifies the effects of ethnic diversity on social relationships and housing quality. Housing Survey data reveal that diversity induces social anomie. Through the channel of anomie, diversity accounts for the inability of residents to sanction others for vandalism, and to act collectively to demand proper building maintenance. However, anomie also lowers opportu… Show more

“…A similar mechanism is proposed by Algan et al (2011) who argue that more diverse communities are likely to face more trouble in coordinating collective action to demand better social services from the government. 13 In sum, then, this body of scholarship hypothesizes that the extent of ethnic diversity undermines public goods provision by affecting the ability of a community to act collectively either to provide the goods themselves or lobby the state for the provision of the services.…”

“…One perspective centres on the outputs of state activities in order to detect variations (e.g. Alesina et al 1999;Algan et al 2011;Baldwin and Huber 2010;Miguel and Gugerty 2005). Specifically, the focus is on the aggregate level, distribution and geographic coverage of public services and goods, whether those are policing, education, health care, or transport infrastructure.…”

“…A notable difference between the United States and France is the high prevalence of public housing in the latter. Recent work suggests that the large public housing sector in France might distribute immigrants across a wider range of neighborhoods without concern for their origin (Algan et al 2016;Kesteloot and Cortie 1998;Oberti and Préteceille 2016;Quillian and Lagrange 2016), thereby potentially decreasing their segregation. However, prior research raises some doubts with respect to the desegregation potential of public housing in Europe.…”
