A Statistical Review of Considerations on the Implementation Path of China’s “Double Carbon” Goal

The goal of “carbon peak” and “carbon neutrality” is China’s long-term development strategy for low greenhouse gas emissions in the 21st century (hereinafter referred to as the “double carbon” goal), with the goal that carbon dioxide emissions strive to reach an emissions peak by 2030 and strive to achieve carbon neutrality by 2060. Achieving the goal of “double carbon” is an inherent requirement for promoting high-quality development. Conforming to the development trend of the times, the “double carbon” goal is the necessary path of industrial transformation. The current situation of China’s energy production, consumption, and utilization in recent years shows that China’s energy has a simple structure, heavy external dependence, and low utilization efficiency which severely restricts the realization of China’s “double carbon” goal. Commencing the analysis of the current situation, this paper summarizes the implementation path from a “carbon emission reduction” and “carbon-negative technology” to accelerate the realization of the “double carbon” goal. First, statistical methods are used to analyze the implementation of a “carbon emission reduction” based on industrial technology reform, an energy structure adjustment, market mechanisms, public participation, and international cooperation. Second, the “carbon negative technology” path is explored in terms of afforestation, carbon capture, utilization and sequestration (CCUS), ecological management, and other technologies. In addition, feasible suggestions are made for four relationships, namely, the short and long-term, overall and local, development and emissions reduction, and government and market. This paper contributes to the study of energy development in the world and serves as a reference for follow-up studies.

The purpose of this paper is to quantify the level of new-type urbanization and unravel the spatial and nonlinear effects of new-type urbanization and technological innovation on industrial carbon emissions. Although the impact of traditional urbanization levels on carbon emissions has been widely studied, there is still a huge room for optimization, and the impact of new-type urbanization on carbon emissions has not yet been clarified. Selecting 37 cities in the Yangtze River Delta as a research sample, this paper measures the new-type urbanization based on an evaluation system we build. Consequently, we assess the spatial and nonlinear effects of new-type urbanization and technological innovation on carbon emissions by the spatial Durbin model and non-parameter addictive model, respectively. The results indicate that the new-type urbanization and low-carbon city pilot policy have significant spatial spillover effects on reducing carbon dioxide emissions, while the economic growth plays a positive role in increasing carbon emission. As for nonlinear effects, there is a significant inverted “N”-shaped relationship between the level of new-type urbanization and carbon dioxide emissions, while the nexus between technological innovation and carbon emissions is an inverted “U”-shaped relationship. This paper provides a new perspective for confirming the mechanism of the new-type urbanization on carbon emissions. Meanwhile, these findings are of significance for the relevant authorities in China to develop appropriate policy in carbon dioxide emission reduction.

To effectively combat environmental challenges, it is necessary to evaluate urban residential building carbon emissions and implement energy-efficient, emission-reducing strategies. The lack of a specialized carbon emission monitoring system complicates merging macro- and micro-level analyses to forecast urban residential emissions accurately. This study employs a system dynamics (SD) model to examine the influence of social, economic, energy, and environmental factors on carbon emissions in urban residences in Kunming, China. The SD model forecasts household carbon emissions from 2022 to 2030 and establishes three scenarios: a low-carbon scenario (LCS), a medium low-carbon scenario (MLCS), and a high low-carbon scenario (HLCS) to assess emission reduction potentials. It predicts emissions will climb to 4.108 million tons by 2030, significantly surpassing the 2014 baseline, with economic growth, urbanization, residential energy consumption, and housing investment as key drivers. To curb emissions, the study suggests enhancing low-carbon awareness, altering energy sources, promoting research and development investment, and expanding green areas. The scenarios indicate a 5.1% to 16.1% emission reduction by 2030 compared to the baseline. The study recommends an 8.3% to 11.4% reduction in MLCS as a practical short-term target for managing urban residential emissions, offering a valuable SD approach for optimizing carbon strategies and aiding low-carbon development.
