The story of deregulation in the dairy industry

Abstract: The deregulation of dairy marketing that occurred on 1 July 2000 is a fascinating case study in microeconomic reform. The role of interacting industry and institutional features in the movement to deregulation is explained, with political realities being recognised. A key part of the deregulation bundle was an unprecedented "structural adjustment" package valued at about one and a half billion dollars (in 1998-1999). Questions are raised about the rationale for this package, the process of determining it and … Show more

“…These land transfers are seen as part of a wider problem; the loss of high quality agricultural land to subdivision and "lifestyle" ownership in the Sydney region and elsewhere in Australia (Gillespie, 2003, Hindle et al, 1987, Houston, 2005. In Jamberoo Valley, high annual rainfall (1800mm) and good soils (Hindle et al, 1987) have not been enough to prevent the decline of dairying in the face of progressive reductions in industry protection (Edwards, 2003) and low returns.…”

“…Subsequently, there has been a steady decline, with recent estimates at less than 8,000 dairy cattle (ABS, 1955(ABS, -2005. Explanations for the reduction center on diminishing industry protection, low returns, and dramatically increasing land values as well as the oft-identified mix of factors leading to declines in farming elsewhere, such as shifting livelihood choices within farming families, a growth in alternative employment opportunities, and rising production costs (Edwards, 2003;Gillespie, 2003;Hindle et al, 1987;Houston, 2005;Klepeis, Scull, Lalonde, Svajlenka, & Gill, 2013). Farmers have strong incentives to subdivide and sell their land.…”
