The strategic ecological impact assessment of urban development policies: a case study of Rizhao City, China

Abstract: In China urban development policies (UDP) are legislated aiming to promote the cities' socio-economic development. Urbanization, however, leads to urban expansion and land-use changes, which in turn affects the structure, function and processes of terrestrial and marine ecosystems. Rizhao City, a seaport city of China, was chosen as a case study in order to study the ecological impacts of UDP at a strategic level. Ecosystems and their components were identified and assessed. The changes of biodiversity, habita… Show more

“…Only 14% of studies engaged with all components of the ecosystem services cascade (see for example, (Wang et al, 2009); (Escobedo et al, 2010)), while 35% only considered a single isolated aspect of the cascade model (i.e. structure, or function, or benefit).…”

“…Ecological accounting can potentially help avoid undervaluation of ecosystems in planning, and support more appropriate compensation mechanisms (Li et al 2005a ;Bengston and Youn 2006 ;Wang et al 2009 ;Gaodi et al 2010 ).…”

“…Numerous studies highlight the importance of strong legal protection to avoid ecosystem degradation and maintain or enhance various ecosystem services (Borgström 2009 ;Wang et al 2009 ;Huang et al 2011 ;Morimoto 2011 ;Xu et al 2011 ). There are several approaches to regulating areas of importance for ES , and managing the city as a part of the surrounding landscape (Li et al 2005a ;Xu et al 2011 ), like smart growth policies and zoning (Hutton 2011 ).…”

“…Evolving from the fields of ecological risk assessment (EPA 1992;Diodato and Ceccarelli 2005;Wang et al 2008;Cao et al 2009) and ecological health studies (Schaeffer et al 1988;Rapport 1995;Suo et al 2008;Zhao and Yang 2009), this assessment of ecological security has progressively matured (Mische 1998;Xiao et al 2002;Zhao et al 2006). Due to the comparatively complicated structure of land ecosystems, however, land ecological security is still a nebulous term which can have variable meaning, depending on the scale of assessment.…”
