The proper development of transportation constitutes the basis for an effectively functioning economy at the national and global levels. On the other hand, transportation significantly impacts the environment and climate. Sustainable transportation management should therefore include both economic, social and environmental aspects. The article aims to comprehensively assess the economic–energy–environmental efficiency of the 27-road freight transport sector in EU countries in 2019. The research was conducted using the non-parametric Data Envelopment Analysis (DEA) method. The Slacks-Based Measure–Data Envelopment Analysis (SBM-DEA) model was used, taking into account unwanted (undesirable) effects. As non-energy inputs in the DEA model used the labor in the road freight transport sector, stock of registered goods vehicles, and the length of the road network. Moreover, the energy consumption by the road freight transport sector was used as energy inputs in the DEA model. Desirable outputs were taken as road freight transport sector revenues and freight work performed by the sector. GHG emissions expressed in CO2 equivalent were treated as undesirable outputs. The research also adopts energy productivity and GHG emission efficiency indicators. The eco-efficiency of the road freight transport sector in EU countries varies. Ten countries have efficient road freight transport sectors. The efficient road freight transport group included Denmark, Germany, Belgium, Lithuania, Luxembourg, the Netherlands, Poland, Portugal, Slovenia and Bulgaria. They efficiently transformed the inputs into outputs. Five countries were recognized as eco-efficiency followers, including Italy, Finland, Slovakia, Sweden and Romania, and 12 countries were characterized by an inefficient road freight transport sector. Based on benchmarking principles for inefficient road freight transport sectors, the changes in input and output levels were proposed to improve efficiency. The relationship between the economic development of EU countries and the eco-efficiency of the road freight transport sector was also analyzed, indicating a positive relationship between the variables but with weak strength. The main contributions of this article are an extension of previous DEA works that assesses the efficiency of the road freight transport sector, also considering undesirable variables. Research conclusions are particularly important for policymakers in the context of management sustainable transportation development in the EU.

In recent years, policymakers of urban agglomerations in various regions of the world have been striving to reduce environmental pollution from harmful exhaust and noise emissions. Restrictions on conventional vehicles entering the inner city are being introduced and the introduction of low-emission measures, including electric ones, is being promoted. This paper presents a method for scenario analysis applied to study the reduction of exhaust emissions by introducing electric vehicles in a selected city. The original scenario analyses relating to real problems faced by contemporary metropolitan areas are based on the VISUM tool. For the case study, the transport model of the city of Bielsko-Biala (Poland) was used to conduct experiments with different forms of participation of electric vehicles on the one hand and traffic restrictions for high emission vehicles on the other hand. Scenario analyses were conducted for various constraint options including inbound, outbound, and through traffic. Travel time for specific transport relations and the volume of harmful emissions were used as criteria for evaluating scenarios of limited accessibility to city zones for selected types of vehicles. The comparative analyses carried out showed that the introduction of electric vehicles in the inner city resulted in a significant reduction in the emission of harmful exhaust compounds and, consequently, in an increase in the area of clean air in the city. The case study and its results provide some valuable insights and may guide decision-makers in their actions to introduce both driving ban restrictions for high-emission vehicles and incentives for the use of electric vehicles for city residents.

Fuzzy logic as a decision-making support tool in planning transport development

Deliberations on transport development indicate that planning is its most significant aspect. One of the key issues in planning is selecting infrastructure projects for completion that will contribute to achieving the development objectives. The important functions of planning, as well as its complexity, indicate the need to use solutions in the decision-making support field. In Poland, in the area of strategic planning of infrastructure development, methods of supporting decision-making aimed at selecting infrastructure projects, taking into account their degree of compliance with strategic goals, are currently not applied comprehensively. The paper aims to address this gap with MCDA solution basing on review of literature combined with the authors’ experience in transport planning. Therefore, authors presented a proposed tool for supporting decision-making in planning transport development on a strategic level. The presented method allows for assessing infrastructure development projects in road and rail transport. Such assessments take into account a number of criteria corresponding to the main development directions, i.e. sustainable development and quality of life. Due to the method of formulating development objectives, it has been decided that it will be advantageous to apply fuzzy logic, which enables using natural language in decision-making support systems. To allow practical application of fuzzy logic, the Fuzzy Logic Toolbox package available in the MATLAB environment has been employed. The developed model contains a structure along with defined linguistic variables reflecting the decision-making criteria; also, it includes membership functions, inference rules as well as assessment results. The paper also defines the algorithm of decision-making support procedure. For verification purposes, the decision support model was applied in several real-life project evaluation cases, including a variety of projects in construction, development, and renovation of rail and road infrastructure. The deliberations described in this paper indicate the usefulness of fuzzy logic for supporting decision-making in planning transport development. It’s beneficial that the defined criteria can be applied in the case of projects in early preparation phase, enabling their practical application. Implementation of the solution in the MATLAB Fuzzy Logic Toolbox enables achieving fast results of the assessment of decision-maker preference level.
