“…This approach aims to stimulate understanding and daily application of values and to improve ethical decision-making skills though interactive training sessions, workshops, ambitious codes of values, individual coaching etc. (OECD, 2009: 12) The two opposing ends of the continuum reflect diverging strategic approachesfocusing on what not to do or on what to do (Pope, 2008) -which have concrete implications for policy design.
