“…Ballarat's implementation of HUL shortly after its endorsement by UNESCO was spurred on by a rapid population growth the city has been experiencing over the past last decade or so, coupled with predictions that this growth will continue in the decades to come. As such, changes in the city's demographics, and its physical, cultural, social and political landscape were poignant discussion points in the community and local government when HUL was introduced in 2013 (Fayad & Buckley, 2019).
