The UN climate change negotiations and the role of the United States: assessing American leadership from Copenhagen to Paris

Abstract: The role of American leadership in the UN climate negotiations that produced the 2015 Paris Agreement is examined. First, United States (US) climate goals are identified. Then, utilizing unique survey data collected at eight UN climate summits between 2008 and 2015, the extent to which the US was recognized as a leader by potential followers is investigated. “…How then should we understand the focus of articles on the COP15? The starting point is the coverage of the negotiations to explore an integrated agreement to replace the Kyoto Protocol (Bodansky, 2010;Parker & Karlsson, 2018). Therefore, 2009 and 2011 were chosen because of the key role executed by South Africa during the focusing events.…”

First, while global emissions keep increasing, China has overtaken the United States as the largest annual emitter of GHG, redistributing global leadership expectations (Parker and Karlsson 2018). Second, driven by technological development and favorable policy-making elsewhere in the world, global energy markets have shifted in favor of renewables with rapidly declining costs for solar and wind power.…”

Then, Under Paris agreement in 2015, the United States targeted to reduce greenhouse gases by 26%-28% below 2005 levels by 2025 (Parker et al, 2018). The construction industry is regarded as one of the most dynamic and ever changing sectors in world's economy.…”
