In many European countries established leftwing and rightwing parties have been threatened by policy convergence and, in turn, new populist parties that offer more polarized platforms. I investigate whether government ideology influences dragnet-controlscontrols of persons conducted by the police without having any suspicion that the controlled person committed a crime. They took effect after the Schengen Agreement in 1995. I propose dragnet-controls to be a prime example of ideology-induced policies implemented by established parties. Dragnet-controls confine citizens' liberties, but may help to detect criminals. Using data from the 16 German states over the period 1995-2017, I show that rightwing governments have been active in implementing dragnet-controls and leftwing governments have denied dragnetcontrols since the mid 1990s. When evaluating how government/party ideology influences individual policies, previous econometric studies ignored initiatives in parliament. My study also considers initiatives in parliament. I conjecture that, since 2015, the rightwing CDU has used initiatives to introduce/extend dragnet-controls to also deal with the upcoming threat of rightwing populism. Future research should examine policy-differences between the established parties regarding more finegrained policy measures also in other European countries.

Introduction Coronary artery disease (CAD) and peripheral arterial disease (PAD) account for significant morbidity and mortality in Germany and are more prevalent in rural, non-metropolitan areas. The goal of this study is to screen patients for their current atherosclerotic status, initiate treatment according to the latest scientific findings using a standardised multimodal approach and track their atherosclerotic status over one year. Methods and Analysis This manuscript describes the study protocol of a prospective, multicentre registry of 500 sequential patients with CAD and/or PAD in rural, non-metropolitan regions of Germany. Patients, who visit the “WalkByLab” at the Brandenburg Medical School, Brandenburg, Germany, will be assessed by using our structured, multimodal risk factor management (SMART) tool to evaluate cardiovascular morbidity data, collect information on care and deliver multimodal therapy. The study’s primary objective is a cross-sectional examination of the risk profile, diagnostic and therapeutic status in this patient group. Secondary objectives include the assessment of risk factor correlations as well as changes in risk-factor profile and therapy adherence. Patients will be examined at baseline and followed up at three-monthly intervals for one year. Over this time, atherosclerotic risk factors and patient adherence to defined therapeutic strategies will be evaluated. Study completion is estimated to be December 2021. An expansion of this concept into other rural, non-metropolitan neighbouring regions is planned. Ethics and Dissemination This registry was assessed and approved by the ethics committee of the Brandenburg State Medical Association, Brandenburg, Germany, and conducted in accordance with the Declaration of Helsinki. The study findings will be disseminated through usual academic channels including meeting presentations and peer-reviewed publications. Protocol Version 1.0.

We investigate whether left-wing governments decrease wage inequality among civil servants. The data are based on the salaries of civil servants in the German states. Since a reform in 2006, German state governments are allowed to design salaries of civil servants. We employ encompassing data for pay levels and professions including judges, professors, policemen, and administrators and distinguish between levels of operating experiences. We use six wage inequality measures comparing salaries across pay levels and operating experiences. The results do not suggest that left-wing governments were more active in decreasing wage inequality among civil servants than the center or right-wing governments. Cabinet members are civil servants themselves and decide on their own salaries: government ideology is also not shown to predict the salaries of cabinet members. Because left-wing governments are perceived as taking action against income and wage inequality, future research should employ data from other federal states such as the United States to examine how government ideology influences the salaries of civil servants.
