The changes taking place at the present stage require adequate changes in the assessment of the sustainable development of small business, allowing to reduce risks and ensure a sufficient level of financial stability of companies, which determines the relevance of the issues under consideration. The aim of the study is to identify methods for ensuring sustainable development of entrepreneurship, which will qualitatively model the processes of making financial decisions under conditions of uncertainty. The study forms a logical structure for sustainable development of entrepreneurship, which establishes a certain set of rules for the strategy to achieve the goal of the system. In the presence of uncertainty, there is a risk of ineffective management, in which the planned goals are not achieved. These questions can be solved based on the fuzzy logic model. A model of fuzzy sets for sustainable development of entrepreneurship is proposed, with the help of which a business entity can model variations in the development of entrepreneurial initiative, identify strengths and weaknesses and compare alternative options for doing business. The stages of implementation of the proposed fuzzy logic model are described in detail. The options for identifying the current state of the company with the interpretation of the conditions for diagnosing the financial state of the company are considered. Studies have shown the possibility of effective use of the principles of fuzzy logic and modeling in solving problems of developing entrepreneurial potential and making management decisions in conditions of uncertainty.

The paper explored the problem of income inequality in Russia in the context of the sustainable development of Russia. The research starts from the historical analysis of income inequality dynamics in Russia. Then, we discussed the problem of the inconsistency of data, comparing different sources (official data from the Rosstat database and alternative data from the World inequality database). The purpose of this research was to assess Russian specifics of income inequality and answer the question of if the income inequality in Russia is excessively high and needs extra government regulation in order to reach the trajectory of advanced sustainable development. To this end, we made intercountry comparisons and used the method of building income inequality heatmaps basing on a dataset from the World Inequality Database. Our sample includes the per-adult equivalent of household market income distribution in 27 developed and developing countries and world regions. The result of the research was that there are many countries in the world wherein the differentiation of income exceeds Russia’s. Russian income inequality is lower than the world average, but the structure of the Russian household income distribution stands out by an extreme concentration of national income in the hands of the top 1%. We supported our results via the independent data from the Credit Suisse wealth inequality report, connecting a record level of wealth inequality in Russia with its problem of top 1% income inequality. It is recommended to gradually increase marginal tax rates on the income and wealth of the top 1% and continue developing an effective progressive tax system in Russia.

Аннотация. В статье отмечается, что на развитие высокотехнологичных компаний оказывает негативное влияние недостаток денежных средств. Цель исследования заключается в определении прогноза получения положительного финансового результата деятельности высокотехнологичных компаний на основе разработки логистической модели оценки добавленной стоимости потока денежных средств. Задачами исследования являются: идентификация факторов, влияющих на эффективное функционирование компании, установление причинно-следственных связей факторов, построение логистической модели для определения прогноза получения положительного остаточного денежного потока. Методология исследования: использованы системный подход и статистический анализ, SWOT-анализ, бинарная логистическая регрессия. Результаты исследования: в работе на основе SWOT-анализа выявлены факторы состояния высокотехнологичных компаний. Предложен алгоритм проведения анализа факторов, влияющих на финансовую деятельность компании, на основе когнитивной карты факторов, воздействующих на финансовый результат деятельности компании. На основе этого разработана модель бинарной логистической регрессии по формированию будущих денежных потоков высокотехнологичной компании, что позволило рассчитать прогноз получения положительного результата компаний в виде положительной величины экономической добавленной стоимости денежных потоков. Оригинальность и вклад авторов: проведенное исследование позволяет развивать теоретический и практический подход к управлению денежными потоками компаний, учитывая факторы, влияющие на формирование денежных потоков, прогнозировать финансовый результат деятельности компании в соответствии с установленными индикаторами.
