For more than a decade, the European Union has been implementing an ambitious energy policy focused on reducing CO2 emissions, increasing the use of renewable energy and improving energy efficiency. This paper investigates the factors that hinder the application of renewable energy technologies (RETs) in existing university buildings in Spain and Portugal. Following a qualitative methodology, 33 technicians working in the infrastructure management offices of 24 universities have been interviewed. The factors identified have been classified into economic-financial, administrative and legislative barriers, architectural, urban planning, technological, networking, social acceptance, institutional and others. It is concluded that there have not been sufficient economic incentives to carry out RETs projects in this type of building. Conditioning factors can act individually or jointly, generating a greater effect. Most participants consider that there are no social acceptance barriers. Knowledge of these determinants can facilitate actions that help implement this technology on university campuses in both countries.

Conventional fossil fuel‐based power generation is one of the main contributors to global environmental pollutions. The rapid depletion of fossil fuel reserves as well as their adverse environmental impact heighten the quest for cleaner and sustainable energy resources to generate electricity. Solar energy is an unlimited and immeasurable source of renewable energy that is used for direct electricity production through the solar PV cell. However, environmental conditions as well as operation and maintenance of the solar PV cell affect the optimum output and substantially impact the energy conversion efficiency, productivity and lifetime, thus affect the economy of power generation. In this study, an investigation about recent works regarding the effect of environmental and operational factors on the performance of solar PV cell is presented. It is found that dust allocation and soiling effect are crucial, along with the humidity and temperature that largely affect the performance of PV module. Additionally, the wind itself carries a significant amount of dust and sand particles, especially in the deserted areas. Deposition of dust in humid conditions forms adhesive, sticky mud on the PV cell and worsens the situation as it reduces the power generation up to 60–70%. This study discusses advanced approaches to mitigate the effects of these factors with their relative merits and challenges. Finally, a guideline is proposed to minimize the effect of different environmental and operational factors to optimize the performance of solar PV cell.

The Energy Performance of Buildings Directives (EPBDs) are political initiatives taken by the European Union to tackle the problems of climate change and security of energy supply. One of the key measures of these directives is the use of Energy Performance Certificates (EPCs) to model the energy performance of housing. This research investigates whether the current calculation methodologies in use for the generation of EPCs in the Mediterranean are appropriate. The analysis was carried out by comparative testing using different national methodologies from Cyprus, Italy, Malta and Spain on four test case study dwellings. The test results were validated against the output from dynamic simulation software and against monitored temperature and energy data from the test case properties. Considerable differences in the outputs from the various national methodologies currently in use were found. It was concluded that several of the EPC calculation methodologies have not been calibrated against the energy profile representative of the national or regional building stock; accurate definition of the operating parameters for the heating and cooling system is particularly significant if a more precise prediction of the energy performance of the dwelling is required; and the underlying assumptions made by the national application of the EN ISO 13790 standard for the calculation of the energy use for space heating and cooling have a greater influence on the outputs from the certification methodology than the choice of calculation method. It is quite clear that calibration of the EPC methodology is essential for the certificates to provide an effective means of achieving the aims of the EPBD. However, at a conceptual level, the results from this research have also shown that the mild Mediterranean climate with its inherently low energy demand for residential space heating and cooling could justify a different regional approach to tackle the EPBD goals of reduction in carbon emissions and dependency on imported fuels.
