The Value of Smarter Teachers: International Evidence on Teacher Cognitive Skills and Student Performance

Abstract: International differences in teacher quality are commonly hypothesized to be a key determinant of the large international student performance gaps, but lack of consistent quality measures has precluded testing this. We construct country-level measures of teacher cognitive skills using unique assessment data for 31 countries. We find substantial differences in teacher cognitive skills across countries that are strongly related to student performance. Results are supported by fixed-effects estimation exploiting … Show more

“…Indeed, others in the economics of education field have used similar methods (e.g. , Hanushek, Piopiunik, and Wiederhold 2014, and Cattaneo, Oggenfuss and Wolter 2017. Although the substantive conclusions these papers reach may or may not be undermined, we nevertheless argue that the special features of the PISA data mean that the common econometric identification strategies used in these papers should have been through a series of important additional robustness tests (which we shall describe in section 5 of this paper).…”

“…Yet, as noted in the introduction, this empirical approach to the PISA data is increasingly being used in the literature -and has been applied by others working in this area (e.g. Hanushek, Piopiunik and Wiederhold 2014;and Cattaneo, Oggenfuss and Wolter 2017). 4 Additionally, to the extent that the syntax and data used by Lavy (2015) are publicly available, this paper provides an opportunity to consider what the complex PISA sample and test design implies for applying different estimation strategies to the PISA data, and how an interesting set of empirical results are affected once these issues have been taken into account.…”

“…11 Other research using the PIAAC data investigates-among others-the effect of teacher skills on student achievement (Hanushek et al, 2014), the role of skill mismatch for earnings (Levels et al, 2014;Perry et al, 2014), skill depreciation over the lifecycle (Barrett and Riddell, 2016), and the effect of vocational education on lifecycle employment (Hampf and Woessmann, 2016). 12 Participating countries in the first round were Australia, Austria, Belgium (Flanders), Canada, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Ireland, Italy, Japan, Korea, the Netherlands, Norway, Poland, the Russian Federation, the Slovak Republic, Spain, Sweden, the United Kingdom (specifically England and Northern Ireland), and the United States.…”
