Theorizing Human Resource Development Practices in Extended Contexts: Invited Reaction 1

Abstract: This reaction begins with three positive aspects of the article: (a) effects of cultural differences on HRD interventions; (b) shaping and skilling as separate HRD outcomes, and (c) unlearning or deskilling as HRD outcomes. In terms of critique, Wang and Doty emphasize open and closed systems but fail to provide clear definitions. Indeed, some aspects of closed systems appear in Western or more “open” societies. Another issue, reducing usability of this work, involves the mathematical formulations. An HRD prac… Show more

“…This challenge is perhaps best exemplified by comparing the observations by Russ-Eft’s Chinese colleague and the one-time third author of our manuscript regarding the “fear-based and punishment-oriented nature” of the PRC that we used as an example of a closed HIS. X. Wang (as cited in Russ-Eft, 2022) took exception to our characterization of the PRC system and observed that our description might have been the case 40 years ago, but it is not true now. In contrast, our manuscript was originally submitted with three coauthors.…”

“…In our initial theorizing effort, we explicitly sacrificed accuracy for the sake of generalizability while attempting to maintain a reasonable degree of parsimony. As our theory continues to develop and become more accurate by addressing some of the challenges Russ-Eft (2022) and Yoon (2022) identified, such as the importance and role of human agency, it will necessarily become more complex.…”

“…I’d like to thank the editorial team of Human Resource Development Review for inviting me to write this meta reaction paper. My compliments go out to the authors of the initial paper (Wang & Doty, 2022a) as well as to the two respondents (Russ-Eft, 2022; Yoon, 2022), for showing us how human resource development (HRD) theory building works in practice. I’m happy to use the opportunity to contribute to this crucial process in our field.…”
