“…A lot continues to be written about the growing use of ever more speculative financial instruments by US city governments, particularly that subset that generate debt, such as Tax Increment Financing (TIF) (Pacewitz, 2013, 2016; Sroka, 2016, 2020; Teresa, 2017). Not without precedence, nevertheless, the argument is that recent decades have seen an expansion in the use of an ever-more diverse and complex set of financial instruments to support urban economic and infrastructural development in the US.…”

“…The incremental, stop-start, gradual and piecemeal emergence of this redevelopment is particularly revealing for what is says about the capacity of some US city governments to use speculative financial and taxation instruments. If indeed, as some have suggested, we are witnessing the financialization of US urban redevelopment policy (Farmer and Poulos, 2019;Kirkpatrick, 2016;Launius and Kear, 2019;Pacewicz, 2013Pacewicz, , 2016Singla and Luby, 2020;Sroka, 2016Sroka, , 2020Teresa, 2017;Weber, 2010), then it appears to be an on-going, geographically variegated and uneven process. As neither a prominent flagship or landmark development nor a story of terminal downtown decline, we want to suggest that most US cities are likely to constitute a marginalized majority that muddle through, tacking a path between the ever-present spectre of "failure" and the distant prospect of "success" (Williams and Pendras, 2013).…”

“…The financial feasibility of brownfield redevelopment and its economic implications are popular research questions in scholarly literature. De Sousa (2000) investigated private sector perspectives on the costs and risks associated with brownfield redevelopment versus greenfield development, while Sroka (2016) and Piccione (2003) highlighted the myriad of financial tools employed to redeveloped brownfield properties in Canada. Yet, Wang, Hipel, & Kilgour (2008) cautions that despite the presence of sufficient financial compensation, many developers will still decide not to engage in redevelopment efforts.…”

“…Exemplos comuns de brownfield incluem antigas indústrias, ferrovias, portos e postos de gasolina. Em muitos casos os brownfields estão nas imediações de algumas das propriedades comerciais e residenciais mais valiosas das áreas urbanas, mas não conseguem dar uma contribuição produtiva para a economia local, para base tributária e qualidade de vida (SROKA, 2016).…”
