Across industries, union density is under great pressure from different forms of organisations and, in many ways, a more individualised working life. Employee relations within the public sector have undergone a transition due to privatisation, decentralisation, and the adoption of quality management approaches. Employee relations in Nordic countries are strongly embedded in national regulations and agreements. However, research on workplace development within the public sector rarely includes discussions of the union role. The Nordic model perspective acknowledges that the different social parties share interests and visions, and it promotes a collective effort when workplace development is sought. This paper poses the question of how public organisations can change the “boxing and dancing” behaviour in union–management relationships through the establishment of a parallel organisation (PO). The PO serves as a different organisational mode when the operating organisation is unable to successfully deal with certain prevailing issues, where knowledge rather than authority should determine decisions. The findings show that the PO creates a “dancefloor”, less confined by bureaucratic barriers, where unions and managers co-create new relations. In addition, participants experience more enhancement of their roles, and their focus towards developing their workplace collectively is more prominent. Our findings contribute to the industrial relations literature by proposing POs as a tool for building relations between unions and managers in a public organisation. Our paper also contributes to the PO literature by proposing that the inclusion of unions in a PO can be crucial when attempting to transfer outcomes into the operating organisation.

In the petroleum-dependent Norwegian economy, climate change politics challenge the powerful petroleum industry, and Norwegian shop stewards in that industry find themselves in cross-pressures of representation and responsibility. In this article, we investigate what role trade unionists in the oil sector play and can play, in a green and just transition. We analyse data from six focus group interviews with shop stewards in the petroleum industry. By engaging with theories of roles and role perceptions in light of labour agency, we fill a theoretical gap in the conceptualization of workers’ collective agency. Respondents describe themselves as active part of a green transition in their capacity as workers, but the role of shop stewards neither seem to offer tools nor a mandate for representing environmental concerns: Climate change is not their task. Shop stewards respond to externally ascribed role expectations by insisting that primary agency resides with politicians, companies and consumers–and union leaders. Their reactive and ambiguous role interpretation can prove risky, as the employment outlook in the industry is changing radically and rapidly. Last, we find that there are both a need and potential for re-scripting shop stewards’ role that is active and relevant in the green transition.

The role of unions as agents of professional knowledge is seldom addressed in studies on working life relations.This article investigates how unions with different degrees of professionalization con- ceptualize members’ interests and influence in the workplace. Two unions of professionals and one general union in the Norwegian public sector are compared. The data consist of union documents, speeches, and interviews with 12 workplace representatives. A ‘union logic’ and ‘professional association logic’ are developed and applied as analytical ideal types, and the unions’ conceptualizations and combinations of these institutional logics are analyzed. The article finds similarities and differences between the unions and interesting differences between the unions’ micro and macro levels. Further, a distinct hybrid logic is identified as a ‘union of professionals logic’, with professional influence and the agency of elected representatives as key aspects. Introducing perspectives from the study of professions, the article contributes to a reconceptualization of the study of unions within the Nordic model – and beyond.
