Studies suggest that most mechanized boat owners in Tamil Nadu comply with this regulation (Bavinck et al, 2008;Sathyapalan et al, 2008). In addition to the FD, the District Collector, the primary administrator in each district, also participates in rule development and enforcement, particularly in Ramanathapuram District where he regularly meets with fishermen representatives to monitor compliance and hear complaints (Jentoft et al, 2009) At the local level, panchayats or Boat Owners Associations (BOAs) often claim exclusive authority over adjacent waters and play important roles in settling disputes between fishermen (Bavinck, 2001).…”
