While the marine capture fishing industry contributes significantly to economic growth, it also leads to increased greenhouse gas emissions. To improve the financial efficiency of this sector while managing its environmental impact, it is essential to understand the relationship between revenue generation and greenhouse gas emissions. This study examines the correlation between emissions and revenue in marine capture fisheries, identifying key variables influencing carbon emissions. Additionally, it evaluates the effectiveness of separation efforts in China’s coastal fisheries using the separation directory, breakdown method, and separation framework. The findings highlight the following: (i) The separation condition has improved across all coastal regions, with Guangdong showing the most robust and stable separation. (ii) Fossil content plays a crucial role in reducing greenhouse gas emissions and advancing separation efforts, while the structure of commerce remains a significant barrier to further progress in most regions. (iii) All coastal areas made notable efforts to decouple emissions from economic activity, with more than half of the regions implementing significant separation initiatives. These results underscore the need for targeted policies to enhance separation efforts and reduce the environmental impact of marine capture fisheries.

Blue carbon serves as a significant natural carbon sink and presents substantial opportunities for greenhouse gas mitigation actions. This study first elucidates the importance of blue carbon conservation and its basis in international law, and then analyzes the progress and shortcomings of China’s efforts in blue carbon protection in the areas of legislation, enforcement, and judicial practices related to ocean governance and climate change mitigation. Finally, from the perspective of coordinating ocean and climate governance, this paper proposes legal pathways to improve blue carbon conservation. In terms of legislation, it advocates for the explicit inclusion of the legal concept of “blue carbon” in the legal frameworks governing ocean and climate governance, and for the clarification of the legal status of “blue carbon credits”. In terms of regulatory enforcement, it recommends developing a detailed implementation plan to integrate blue carbon into the China Certified Emission Reduction (CCER) system, designating a regulatory body for blue carbon trading, and establishing a multi-stakeholder governance mechanism involving government, market, and society. In the judicial realm, the paper suggests issuing judicial interpretations to clarify the scope, prerequisites, and implementation of “purchasing blue carbon credit” to prevent such purchases from becoming a “free pass” that could damage marine ecosystems

The success of marine environmental regulations in terms of social challenges in Belt and Road Initiative (BRI) countries is the main subject of this study, which compares and contrasts them with an eye toward sustainability, the integration of digital technologies, environmental law, and reducing ecological degradation. Environmental solid governance is essential as BRI countries increase their marine activity, an important part of the world economy by systems thinking; the marine industry includes a broad range of operations about the ocean and its resources through social challenges to promote environmental legislation in terms of emissions in the countries participating in the BRI. This study evaluated the effects of institutional quality and technical advancements in marine policies between 2013 and 2024. This project aims to examine how various policy contexts relate to marine conservation, how well they comply with international environmental regulations, and how digital technology can improve the monitoring and implementation of policies through systems thinking. This study aims to determine common obstacles and best methods for enforcing marine policies by examining research from different BRI countries. The results deepen our understanding of how these policies can be best utilized to meet sustainable development objectives while preventing the degradation of marine ecosystems due to economic growth and business.
