Towards a co-creation approach in the European Interoperability Framework

Abstract: Purpose The purpose of this paper is to propose an enhanced conceptual model for the integrated public service (IPS) functionality of the European interoperability framework (EIF). The enhanced model incorporates co-creation within the three stages of the IPS cycle. While co-creation can provide innovative routes to overcome interoperability challenges, how co-creation can be a part of the EIF has not been tackled before (Casiano Flores, et al., 2021). “…Moreover, the interface also offers the possibility to connect the platform with external systems (such as databases or external IT services and systems). In this case, the API respects the requirements of the Italian ModIPA standard (Modello di Interoperabilità per la Pubblica Amministrazione-Model for the Interoperability of Public Administrations) [66], which gives a set of guidelines, technologies, and standards to promote interoperability among public administrations' IT systems and between them and third parties, by means of technological solutions that ensure interaction and exchange of information without constraints on implementations, respecting privacy and security requirements, and following the principles articulated in the New European Interoperability Framework (EIF) [25,67,68]. In detail, this guideline proposes the adoption of REST API for the data exchange among public administrations and third parties, including security, authentication, and authorization mechanisms, and listing a set of possible technical solutions.…”

“…As such, VCC occurs when users assume an active and collaborative role and co‐create value with creators/suppliers throughout relational exchanges, engaging in the entire service value chain (Prahalad & Ramaswamy, 2004; Wiedenhoft et al, 2023; Yi & Gong, 2013). Therefore, on the one hand, the professionals and citizens are able to draw inferences post‐analysis of the OGD via statistical measures, it is also feasible for the stakeholders to collaborate with each other‐the so‐called OGD VCC process (Casiano Flores et al, 2022), and, the reverse is called OGD VCD should there be opposite or uncalled for outcomes from the collaborative pursuits (Haustein & Lorson, 2023). OGD VCC is furthered by the possibilities of harnessing OGD in terms of linking the humungous datasets (Gao & Janssen, 2022) by a range of stakeholders including academia, businesses, voluntary service representatives, and so on.…”

“…By focusing on organisational features as the key conditions, scholars have largely overlooked the very nature and features of public services as issues that can affect the prospect of innovation (Alves, 2013) and thus the result of co-creation. Despite general agreement that co-creation can be implemented in a wide range of sectors and settings for the purpose of improving public services (Rodriguez Müller et al , 2021), there have been warnings that the type of public service conditions the set and quality of relationships among co-creators (Casiano Flores et al , 2022). Similarly, it has been argued that the nature of services determines the form of co-creation − e.g.…”
