Towards a Set of Guidelines for the Development of Robust Water-sharing Systems

Abstract: A framework for the review of existing water management systems and their transformation into robust water sharing systems is offered. The framework focuses on the need to develop efficient and equitable ways to manage water scarcity and plan to deal with the tensions scarcity imposes on any community.
