Open government data (OGD) and information and communication technologies (ICT) are potential enablers in meeting information needs related to finding employment opportunities, but there is little evidence‐based theorization to guide this enablement and avoid the barriers that hinder its use. The potential economic contribution of OGD has been researched in depth, but the potential of OGD for human development, specifically in developing countries, has not been theorized substantially. Therefore, this study aimed to investigate “how the role of ICT and OGD in meeting the employment‐related information needs of unemployed South African youth can be understood better by the application of the Choice Framework”. The Choice Framework is Kleine's analytical tool for investigating ICTs for development toward a contextualized understanding of the relationships among the framework's elements, namely structure, agency, the dimension of choice and development outcomes. The research design was a single, exploratory case study; the data was collected in Alexandra Township of the Gauteng Province in South Africa using semi‐structured interviews. Data was collected from 34 participants (between the ages of 18 and 35) who were looking for employment. The data was analyzed thematically and then unpacked in terms of the constructors of the Choice Framework. The findings show that most participants had access to ICT but limited awareness of OGD, and several challenges in using OGD for finding employment‐related information were identified. The findings provide a theory‐based contextual understanding of the research space, including the challenges and recommendations for overcoming said challenges of finding information on employment opportunities.

PurposeThis study aimed to develop a taxonomy of research areas in open government data (OGD) through a bibliometric mapping tool and a qualitative analysis software.Design/methodology/approachIn this study, the authors extracted metadata of 442 documents from a bibliographic database. The authors used a bibliometric mapping tool for familiarization with the literature. After that, the authors used qualitative analysis software to develop taxonomy.FindingsThis paper developed taxonomy of OGD with three research areas: implementation and management, architecture, users and utilization. These research areas are further analyzed into seven topics and twenty-eight subtopics. The present study extends Charalabidis et al. (2016) taxonomy by adding two research topics, namely the adoption factors and barriers of OGD implementations and OGD ecosystems. Also, the authors include artificial intelligence in the taxonomy as an emerging research interest in the literature. The authors suggest four directions for future research: indigenous knowledge in open data, open data at local governments, development of OGD-specific theories and user studies in certain research themes.Practical implicationsEarly career researchers and doctoral students can use the taxonomy to familiarize themselves with the literature. Also, established researchers can use the proposed taxonomy to inform future research. Taxonomy-building procedures in this study are applicable to other fields.Originality/valueThis study developed a novel taxonomy of research areas in OGD. Taxonomy building is significant because there is insufficient taxonomy of research areas in this discipline. Also, conceptual knowledge through taxonomy creation is a basis for theorizing and theory-building for future studies.

O Sistema Eletrônico de Informações é utilizado para gestão de documentos e processos eletrônicos em organizações públicas brasileiras. Promove eficiência administrativa, economia de recursos, agilidade e transparência. Facilita a tramitação de processos eletrônicos, aumentando a produtividade da administração pública. Apesar dos benefícios, o sistema possui limitações na estruturação e recuperação de informações. Este trabalho propõe uma plataforma para análise e publicação de processos eletrônicos, permitindo um uso mais amplo dos dados públicos. A plataforma utiliza metodologias e ferramentas para estruturar e publicar dados abertos por meio da adoção de tecnologias da Web semântica, dados conectados e processamento de linguagem natural.
