“…поява і розповсюдження неоліберальних політичних переконань та принципів NPM суттєво вплинули на інституційну і діючу ситуацію в наданні соціальних послуг. Зокрема на квазімонополію, яку місцева влада використовувала в наданні соціальних послуг як ключовий елемент післявоєнного "соціал-демократичного режиму добробуту", що була радикально скасована після 1980 р. при неоліберальному уряді М. Тетчер, який відкрив ринок послуг для всіх (здебільшого для приватно-комерційного сектору) [14]. Винятком є шведська модель надання соціальних послуг, яка зберегла соціал-демократичні традиції надання соціальних послуг муніципальними органами влади; але були введені квазіринкові механізми, такі як: поділ між споживачем і постачальником для надання послуг на місцевому рівні, додавання підприємницьких принципів роботи [15].…”

Розглянуто досвід та інноваційні методи управління і стандартні процедури в державному управлінні країн Європейського Союзу та їх вплив на ефективність надання соціальних послуг. Зроблено аналіз розповсюдження неоліберальних політичних переконань та принципів нового державного управління (далі -NPM) у європейських країнах із початку 80-х рр. ХХ ст. і до сьогодні, що суттєво вплинуло на існуючу систему соціальної роботи. Виокремлено дієві інструменти: інформатизація, дебюрократизація, децентралізація, деінституціалізація, деконцентрація (аутсорсинг), приватизація та запровадження економічних механізмів регулювання управлінських процесів і сервісне адміністрування, які можна впровадити у реформування державного управління системою соціальної роботи в українському суспільстві.Ключові слова: NPMнове державне управління; соціальна робота; соціальні послуги; реформування; система соціальної роботи.

Local government in England has experienced significant financial volatility in recent years due to large cuts in central government funding and increased demand for service provision. Using a panel data set of English local governments over the period 2005-2016, this study investigates the impact of demographic factors on the financial reserves held by different types of English local governments. Dissimilar effects are traced on local governments' saving capability of different grant funding mechanisms and whether LGs are involved in social care provision, and how they provide these services. In order to enhance financial resilience, many local governments have expanded their financial reserves, partly by increasing revenue generation through alternative sources such as capital investment. Findings show that local governments actively act upon financial uncertainty by expanding their reserves through implementing changes in both their income and expenditure structures. The potential, however, to expand reserves differs significantly between local governments and has reduced in recent years due to growing demand for social care services.
