The growing plastic production, the lack of their waste management, and fragmented regulatory responses have increased their abundance in the environment. Plastic pollution has created significant environmental concerns leading to planetary boundary threats. As a result, an increasing number of governments and non-state actors have begun negotiations on a legally binding treaty to cover the full-life-cycle of plastics by 2024. While the negotiations were mandated at the United Nations Environment Assembly 5.2 in March of 2022, how the new agreement would link to existing governance bodies addressing plastic pollution at the global, regional, national and local levels requires careful consideration. This analysis examines the main multi-level governance structures in place to govern plastics while highlighting their principal roles as well as shortcomings and gaps. It then explores ways a new global agreement could complement existing governance structures without imposing and duplicating the work of previous agreements.

Intertidal seaweed beds form three-dimensional structures providing habitat for a variety of species. As such, ecosystem-based management of seaweed harvesting must take into consideration the impact of the harvest not only on the biomass but also on the morphology of the seaweed. We compare the morphology and vertical distribution of biomass and shoots in Ascophyllum nodosum from three sites with a 20 + year history of commercial harvesting with three corresponding control sites in southern New Brunswick, Canada. We found no significant impact of harvest history on the vertical distribution of shoots or biomass within individual clumps. At two of the three harvested sites, large clumps had a wider circumference than those at the control sites, suggesting that long-term harvesting increases the growth of shoots throughout the clumps; presumably caused by an increase in light penetration through the harvested canopy. We also compare biomass of littorinids, the most abundant invertebrates found in A. nodosum beds at low tide and found no significant difference between control and harvested sites. We conclude that the harvest of A. nodosum according to the current regulations in New Brunswick, does not have long-term impact on the morphology of the algae or on the abundance of its main inhabitant.

This article addresses the shortcomings in the governance of the Norwegian macroscopic brown algae Ascophyllum nodosum (rockweed) that appeared when approaching rockweed as a socio-ecologic object in the Vega archipelago on the Norwegian Helgeland coast. A common seaweed along the Norwegian coast, rockweed constitutes an important species in Norway’s ‘blue forests’. Historically, rockweed harvesting was an important source of income for the local coastal population in Norway. Although not comparable to the newer and expanding kelp industry, rockweed harvesting is still profitable along the coast. Despite revived attention from the seaweed industry, state management of rockweed in 2024 is conspicuously absent. Combined with the lack of scientific knowledge of the consequences of rockweed harvesting on the local coastal ecosystems, the responsibility for ensuring sustainable harvesting of rockweed lies with the industry itself. On Vega, however, where rockweed is a highly valued and contested coastal species with a high economic, ecologic, and cultural significance, rockweed harvesting was a conflicted issue. In approaching rockweed as a socio-ecologic object from ‘below’, the article identifies hegemonic structures and discourses in Norwegian marine governance, suggesting how a narrow definition of ‘value’ comes to matter—not only for rockweed—but for sustainable governance of all marine and coastal ecosystems. This article is also an important contribution to the burgeoning interdisciplinary research on nature’s values, power, and knowledge in environmental management.
