Fish represent a politically regulated, scientifically researched, industrially processed, commercially marketed and socially contested living marine resource. Related to this, the incorporation of resource users and stakeholders into fisheries management is particularly important. Such involvement has recently improved in terms of frequency, but institutional frameworks often result in a lack of recognition and integration of the diverse ‘knowledges’ of stakeholders involved. Against this background, we aim to uncover the potentials of additional knowledge types for management purposes, paving the way toward a more collaborative management. We first conducted qualitative expert interviews with different stakeholder groups (e.g., commercial fisheries, eNGO and administration) to map various ‘knowledges’ about cod (Gadus morhua), a major resource species in the Western Baltic Sea to reveal the various experiences and epistemologies revolving around it. The second analytical step consisted of examining how these ‘knowledges’ structure, inform and often enter into conflict with perspectives on and assessments of fisheries management. Potentials were identified regarding enhanced stakeholder engagement in management processes that provide food for thought to seek change in sustainable management of fish stocks in the future. Our study is a pointer to the need to transform fisheries management in a more social and participatory way. We argue that sustainable natural resource management cannot be designed solely by integrating more ‘knowledges’ (knowledge sharing) but requires the creation of social contexts and institutions with stakeholder empowerment at the local level (power sharing) to sustainably manage natural resources such as commercially importance fish stocks.

Climate Change Challenges and Community-Led Development Strategies: Do They Fit Together in Fisheries Regions?

Coastal and terrestrial fisheries communities in Europe, often economically marginalised, are likely to face severe impacts as climate change becomes more acute. Although progress on climate mitigation and adaptation from national governments remains slow, local development actions can also address these impacts from the bottom up. In this paper we analyse the Fisheries and Sea Operational Programme 2014–2020 and 36 Local Development Strategies prepared within the framework of this programme for the case of Poland. The strategies, which were prepared by cross-sectoral, area-based partnerships known as Fisheries Local Action Groups, are analysed using a content analysis approach. The aim was to assess the degree to which local stakeholders sought to address the climate challenge. We found that the mitigation of climate impacts and the development of renewable energy did not feature prominently in the analysed documents, suggesting that both central policymakers and local stakeholders in Polish fisheries regions had a low level of awareness about the climate problem and their potentially important role in addressing it. Transformation to a post-carbon society undoubtedly requires additional, targeted support and extensive educational activities at the local level, in Poland and elsewhere.

“…Many small‐scale fishers in the EU are therefore striving to maintain, or increase, their income using a range of business arrangements; in this respect, direct marketing arrangements can enhance the ex‐vessel value of seafood as well as the profitability of small‐scale fishers, through bypassing fish traders and capturing more of the value added obtained from the premium prices paid by customers who recognise the value of locally caught fish (Prosperi et al., 2019). These trends can be deemed in part as the effects of the European Commission Blue Economy strategy, but in particular, they are also explained by the initiatives supported by the European Maritime and Fisheries Fund, through the Union Priority 4 financial tool that aimed at improving the value‐added creation for local fish products, diversifying fisheries activities through multifunctionality, promoting socio‐cultural aspects and cultural heritage, investing in environmentally friendly fisheries operations and strengthening fishing communities through enhanced forms of governance (Miret‐Pastor et al., 2020).…”

European small‐scale fisheries are confronted with several challenges, notably a decrease in the number of people engaged in capture fishing, growing competition from less expensive extra‐European Union markets, rising operational costs, strict regulations and the depletion of fishing stocks. Many small‐scale fishers must adapt to change to maintain or increase their income using different business strategies. In this respect, we argue that new and diversified institutional arrangements combined with building social capital can help reach long‐term economic sustainability for small‐scale fisheries businesses, as well as the social‐ecological resilience of coastal areas. In order to understand and analyse the multiplicity of strategies applied by small‐scale fishers–including expansion towards non–productivist activities, this article examines the role of new institutional arrangements based on small‐scale, traditional, quality‐orientated, multifunctional business strategies and non‐fishing activities. Using a case‐study approach, we analyse–in three different European fishery contexts (Greece, Italy and the UK)–how the interplay between building adaptive arrangements and the creation of social capital in selected small‐scale fisheries provides relevant prerequisites for resilience.
