8 Traffic is the generic term refering to shipping activity. It is the sum of voyages, refering to ship movements. In both Canadian and Russian Arctic waters, a voyage tracks the movement of a vessel from its entry into the zone until it exits the zone. A voyage can be destinational-the vessel enters Arctic waters to perform an activity, then exits-or in transit-the vessel merely passing by without stopping at any point nor performing any activity. 9 As defined in Part III of UNCLOS, n. 6 above, straits used for international navigation.
