Transboundary Water Conflict Resolution Mechanisms: Substitutes or Complements

Abstract: This paper examines the transboundary water resources conflict resolution mechanisms. Various academic fields have provided conflict resolution mechanisms that could be used to analyse transboundary water conflicts. These mechanisms include social planner, water market, game theory, static and dynamic systems engineering models, and negotiation analyses. These mechanisms share some common characteristic features. This similarity has led to a general belief that these mechanisms are competitive substitutes. How… Show more

“…Collaboration between riparian countries should be a continuous conflict transformation process that deals with the socio-economic challenges in the Nile Basin (Bitsue 2012). This conflict transformation process should aim to deeply transform in the deep-rooted sources of conflict in order to establish a stable structure of relationships among the riparian countries (Tayia 2019). Tackling the problem of the conflicting informal institutions among peoples of the Nile Basin will facilitate the work of negotiators and representatives of riparians in the strategic interactions between them.…”

“…Conflict resolution is a process that aims to solve central incompatibilities between conflicting parties and facilitate agreement among them for a solution to their issues (Tayia, 2019). In order to solve conflicts at an implementation level, a set of processes that seek to translate the law into actions that achieve the aims of the legislation must be followed.…”

“…The presented research conceptualizes the co-evolution of cooperation and conflict from a critical hydropolitical perspective [13][14][15]. The main difference from traditional hydropolitical theories lies in: (1) analyzing cooperation and conflict simultaneously; (2) including both state and non-state actors into analysis without prioritizing a state-centrist view; and (3) incorporating other indicators, particularly power, adaptive water governance and benefit-sharing mechanisms that may influence transboundary water interaction [16][17][18]. Drawing on Prats' Governmental Model [19] and Putnam's Two-level Game Theory [20], three types of actors can be identified, which are involved in changing dynamics in transboundary water interaction and have an impact both at the domestic and international level of water governance.…”
