Transforming governance in telecoupled food systems

Abstract: ABSTRACT. In this paper we analyze how new actors, interests, and resources become salient to food system governance and how the domain of food system governance transforms as a result. Specifically, we focus on how the boundaries of food systems are redefined and new institutions are developed through the explicit recognition of distal interactions and feedbacks-telecoupling-operating in the food system space. Telecoupling can stimulate new forms of governance, such as the development of codes of conduct and … Show more

“…Flows are defined as "movements of material, energy, or information between the systems that are transferred as a result of actions taken by agents" [21]. Flows can "also incorporate other material and nonmaterial flows, such as humanitarian investments, or human migration, as well as discourses, ideology, information, technology, and know-how" [66] (p. 1). They can be unidirectional or bidirectional, or spread to more distant systems.…”

“…Telecoupling refers to the idea that impacts in one geographic location or social-ecological system may be distally associated with actions, policies, behaviors in another system (Liu et al 2013). Because causality is difficult to demonstrate and quantify, governing such distal impacts can be challenging (Eakin et al 2017). In these circumstances, intangible 'flows', such as information and knowledge that bring distal connections to the attention of decision-makers, can be instrumental (Eakin et al 2014, Moser andHart 2015).…”

“…In these circumstances, intangible 'flows', such as information and knowledge that bring distal connections to the attention of decision-makers, can be instrumental (Eakin et al 2014, Moser andHart 2015). Academics and scientific research can play a key role in raising awareness about impacts, documenting causality and attracting attention to particular concerns that would otherwise be 'off the radar' of decision-makers in industry and government (Eakin et al 2017).…”

“…One of the rural areas classified as ecologically vulnerable is characterized by the occurrence of dry land due to long drought and limited water resources. Although this perspective provides a mechanism for linking actors in distal places, it is still limited as it ignores the larger social, political, and ecosystem context in which agricultural production, processing, and distribution takes place [2].…”
