The publication proposes a functional diagram of the connection of the air navigation system to the unified transport system as a subsystem for providing air transportation. This paper consists an analysis of the transport system development factors: goals and principles of building an air navigation system; activities of the trust and alliance in the domestic air transportation market; the need to determine the catchment areas of transport infrastructures. The main result of this publication is the concept of air navigation system development. It is given the concept of mathematical model indicators connection of air navigation system. The list of indicators is given, table “Proposed and real goals of the air navigation system”, figure – ‘Network indicator structure’.

Russian resource developers operating in remote parts of the Arctic have demonstrated over the past several years that it is feasible to extract natural resources throughout the year, and ship large quantities of raw materials with regular intervals from the Arctic to international markets; this despite very difficult operational conditions in the Arctic during both winter and spring. Several resource extraction projects are currently being implemented or planned. This study examines how the extractive companies have built up enhanced supply chain resilience and transport reliability to mitigate common Arctic risks. The companies have taken control over supply chains and adopted several precautionary and innovative infrastructure and logistics measures designed to prevent or mitigate disruption to these supply chains. Preferred logistical solutions for all of these extraction projects have developed into large package deals, where long-term production and transport of commodities, icebreaking services, and state support are all included. Western sanctions on Russia as a result of the war in Ukraine, will slow down the pace of future Russian projects in the Arctic, at least in the short to medium-term, but the sanctions are likely to increase the future significance of export terminals on the NSR, as the preferred departure points for Russian Arctic commodities on their way to selective market destinations.

This study was conducted as part of the possibility consideration of forming a production and construction cluster in the Republic of Karelia. The paper presents the analysis results of the Republic of Karelia transport infrastructure state. Special attention is paid to the road transport infrastructure state and the territory provision with automobile roads and traffic flows maintenance services analysis. The article presents graphic materials, compiled by the authors characterizing the road surface type of public roads and transport provision level in the context of the region municipalities. Methods of economic and mathematical modeling, retrospective and statistical analysis are used in the study. Data from the Federal and Territorial State Statistics Service, the Federal Road Agency (Rosavtodor), as well as data from reports of local self-government bodies of the districts of the Republic of Karelia was used as information base of the study. The study provides statistical data overview for the period from 1998 to 2021. The data for the period from 2017 to 2021 and the indicators of 2021 are analyzed in more detail. The assessment of the region's road transport infrastructure state in the context of its use for the formation of a production and construction cluster was carried out.
