The paper explores the attitudes of Hungarian civil society in the context of the war against Ukraine, the active agents of solidarity, and the general social atmosphere associated with welcoming displaced people. Based on a population survey from the summer of 2022, the paper draws an ambivalent picture. First, it highlights the exceptional momentum and mobilising power of civil solidarity both in terms of practical involvement and expressed attitudes. At the same time, the results also reveal the limits and vulnerabilities of civil solidarity—namely, its exposure to populist political discourses which cherish or condemn moral economies of assistance according to vested interests, as well as its embeddedness in a neoliberal reliance on citizens’ individual resources (disposable time and material means), and the salient inequalities in sharing the burdens of humanitarian support. All this reflects that the consensus and relative evenness of solidarity attitudes at the time of our survey were unevenly translated into practical help, burdening those already heavily charged with care responsibilities. With this finding, we underline the importance of exploring solidarity as a complex relationship of attitudes and practices; also, we highlight the need to include the perspectives of care in inquiries of the population’s attitude towards immigrant groups and categories. Our results are drawn from the application of multi-dimensional logistic regression models based on data from a statistical survey involving 1000 respondents representative of Hungary’s adult population.

Policymakers across Western welfare states increasingly make full citizenship contingent on refugees adapting to liberal democratic values and practising active citizenship. Simultaneously, the new public governance paradigm has reinvigorated policymakers' belief in civil society as a crucial partner for tackling societal challenges like integration. Consequently, cross-sector co-production of civic communities is increasingly perceived as a model for amplifying the participation and integration of refugees. The practices and outcomes of cross-sector co-produced integration remain underexplored.Based on a three-year qualitative study of four cross-sector integration projects in a Danish municipality, this article contributes knowledge to this important issue. We explore how volunteers and municipal staff co-produce civic communities to enhance the participation and integration of refugees.We find that a recurrent way of co-producing communities is through public agents commissioning communities from voluntary organisations. Next, we identify two recurrent forms of participation available to refugees through those commissioned communities. In the first, conditioned participation, the commissioning of communities is characterised by inter-sectoral distance and knowledge gaps, conditioning participation on the resources of each refugee. In the second, clientised participation, the inter-sectoral collaboration resembles a commissioner/service-provider relation, with refugees as clients referred to voluntary services.

This article examines who volunteers for humanitarian organizations as compared to volunteering for other organizations versus people not volunteering, in the Netherlands. Using high-quality survey data ( N = 5,050), we depart from a classic theoretical resource-based approach to study what forms of resources play a role in the likelihood to volunteer for different types of civic associations. We find that education and subjective health as indicators of human capital matter in volunteering for most types of associations, however, more so for humanitarian organizations than some other types of organizations. Social capital is of larger importance in volunteering for leisure organizations than for humanitarian ones, while cultural capital is relevant for volunteering but not more for humanitarian associations. Some forms of capital are thus stronger related to particular organizations, showing the different demographic compositions of the distinguished associations. We recommend to be more sensitive in distinguishing explanations of volunteering for different associations.
