Treasury bill rates and treasury cash reserves

Abstract: Recent studies have observed that, on a monthly basis, net Treasury borrowing and the budget deficit often move in opposite directions. Whether this pattern of behavior is due to chronic miscalculations or results from a strategic plan is the focus of this paper. (JEL H63, E62)
