In peripheral cities, economies are dependent upon local enterprises, entrepreneurship and innovation to support growth locally. This paper focuses on the case of Birjand, Iran and the community of techno-entrepreneurs who are based in the city's Science and Technology Park (which opened in 1992). Relating to the Triple Helix model, this paper aims to better understand connections and limitations that interconnect industry, government and education through interviews with techno-entrepreneurs, government policymakers and academics. The analysis of this paper is organised into three sections: the first section considers government policies and support based on insight from entrepreneurs and policymakers to understand differing expectations. The next section addresses local economic impacts and the role of techno-entrepreneurs to understand the contribution they make in peripheral areas despite Iran being impacted by sanctions. The final section considers local entrepreneurship education initiatives in Birjand offered by the local Science and Technology Park and links with a local university to add perspective on the role of education to increase local initiatives and support the improvement of business practice.

The pendulum of the development at the global level moves to the extent of collaborative work between government, society and third parties. Today, in Indonesia a collaboration model is also implemented with the aim of presenting long-standing welfare in coastal areas. The poverty that surrounds coastal communities is an anomaly in the midst of the abundance of wealth stored in the sea of Indonesia. The Regional Government of Tangerang Regency encourages to collaborate with external parties to resolve the troubles. This article tries to use the modified Triple-Helix model as an analytical framework, which is useful for knowing the role of actors involved in creating development innovation. This study uses qualitative methods to see and find out how political, social, and academic actors interact and integrate into overcoming public problems that arise from the perspective of collaborative governance. The findings of the study found, first, collaborative work is useful to improve governance, second, to provide opportunities for actors to find effective solutions, and thirdly, to increase trust between government and citizens. This article argues that the success of collaborative work depends on the synergy between actors and the extent to which each program can demonstrate its sustainability.

To objectify the Indonesia economic sector acceleration program, government can employ Triple Helix Synergy to develop SMEs fish-based foods through cooperation, guidance, and supports. Up to these days, SMEs' problems have generally been in product basic quality and product packaging safety. This study is descriptive qualitative percentage and aims to map the problems as product basic quality and product packaging safety in which can be used to determine policy to implement triple helix, referring to University for Science (S), Industry for Business (B), and Government (G). Data were collected by collecting fish-based products from market/sellers. The products were categorized into types: dried products, frozen products, cooked products, fried products, and other processed products. The products were analyzed for their quality and packaging safety and scaled into good and poor. The subjects were 51 SMEs who produced 52 products. The results showed that the triple helix (cooperation, guidance, and support) was best to be implemented to SMEs who produced poor products for both basic quality and packaging safety. SMEs that needed to improve their basic quality were ones producing frozen and fried products and SMEs that needed to improve their packaging safety were ones producing dried and frozen products
