Triple Helix Model of Innovation and the Politics of Genetically Modified Crops: Cases of Bt Cotton and Bt Brinjal in India

Abstract: The construal of genetically modified (gm) crops is not just scientific or technological, but also inherently political. This article attempts to understand the implications of proprietary technologies in agriculture in India where two gm crops namely Bacillus thuringiensis (Bt) cotton and Bacillus thuringiensis (Bt) brinjal are analyzed. It critically examines how different normative institutional frameworks and ideologies are deeply embedded in the way diverse actors select their research questions. Further,… Show more

“…Applying the Triple Helix Model (THM) can best understand these issues. THM "dwells upon the institutional perspective of private and public control at the government, academia, and industry level, enabling various degrees of selective mutual reconciliation (Etzkowitz & Zhou, 2017;Jam, Singh, Ng, & Aziz, 2018;Kumari & Mallick, 2017;Leydesdorff & Etzkowitz, 1998;Leydesdorff & Sun, 2009). Triple Helix I demonstrates that the government directs the relationship between academia and industry by presenting innovative ways of collaboration between the three spheres.…”

“…Apart from being an integral policy making tool for increasing innovation and promoting economic development (Etzkowitz & Leydesdorff, 1997), measuring the role and interaction of research at universities or other R&D institutions with industry, as well as the interaction of government policies in developing a knowledge-based economy (Etzkowitz, 2008) and policy makers in contexts other than innovation (Saad & Zawdie, 2011). Innovation policy and practice researches apply triple helix collaboration in many countries or regions to analyze innovation policies and policy recommendations, such as in the Nordic countries (Solesvik, 2017), Germany (Kreusel et al, 2018), Japan (Yoda & Kuwashima, 2020), South Korea (Yoon & Park, 2017), India (Kumari & Mallick, 2017), China (C. Liu & Cai, 2018). Triple helix collaboration consists of three main aspects: components, relationships between components, and system functions.…”
