Analysis of the growth patterns in the Global South in the twenty-first century suggests there is room for authoritarian states to search for new growth models. Authoritarian states, such as Turkey and Egypt, benefited from global financial circumstances in the early 2000s and experienced shifts in growth strategies in the 2010s, suppressing political space further. Our main research question, thus, is focusing on what the main domestic political economy causes of these growth strategy and model changes are. To explain the changes in growth strategies and models amid the strength of reinforced authoritarian regimes in these two countries, we employ a hybrid research strategy, tying growth model changes to conflicts within the power bloc. We argue that in the mid-to-late 2010s, peripheral goods producers gained the upper hand in Turkey, while a military takeover in Egypt was followed by the promotion of exports and new investments. We also contend that power bloc reconfigurations in the last decade and the rise of new growth strategies both in Turkey and in Egypt aimed to change previous domestic demand-led demand and growth models.

Bu çalışmada, 1960-2023 dönemi için Türkiye ekonomisinin uzun dönem birikim ve büyüme dinamikleri, kâr oranı ve reel kâr kütlesinin hareketi ile analiz edilmektedir. Bir ekonominin genişleme evresinden durgunluk evresine geçişi, kâr oranındaki uzun dönemli düşüşün bir sonucu olarak reel kâr kütlesindeki durgunlukla karakterize olmaktadır. Kâr kütlesindeki durgunluk, yatırım seviyesinde uzun süreli bir durgunluğa yol açar. Bu perspektiften yola çıkarak, çalışmada kâr oranı ve reel kâr kütlesinin uzun dönem hareketinin Türkiye ekonomisinde iki uzun genişleme ve durgunluk dönemine işaret ettiği ileri sürülmektedir. Birinci genişleme aşaması 1960'larda başlamakta ve 1970'lerin ortalarına kadar devam etmektedir. 1970’li yılların ortasından itibaren ekonomi kâr kütlesindeki durgunluk ve yatırımlardaki çöküşle karakterize edilen bir kriz dönemine girmiştir. Bu kriz Türkiye ekonomisinin kurumsal çerçevesinin dönüşümüyle aşılmıştır. İkinci durgunluk belirtilerini 2010’ların ikinci yarısından itibaren göstermeye başlamıştır. Bu durgunluk, kendisini, reel kâr kütlesi, reel yatırım düzeyi ve üretken olmayan emek istihdamında ortaya koymaktadır. Çalışmamız bölüşüm ilişkilerinin emek aleyhine düzenlenmesinin bu durgunluktan çıkılması için yeterli olup olmadığı sorusuna da cevap vermektedir.

The Return of the State and Its Alla Turca Version

Economic nationalism and state intervention recently gained attraction in many countries including Turkey. This paper questions whether Turkey has changed its economic policy framework towards a statecentric model and, if so, whether these changes are well thought-out and sustainable. The examination of key areas of state capitalism, that is the monetary, industrial, trade, financial, and state economic enterprise (SEE) policies put forward in the officially adopted five-year plans and annual programs, suggests that the changes in the economic policy framework began after the 2008 global crisis and accelerated after the transition to a presidential system. Upon examination, the policy framework does not reflect a definitive, coherent, and wholistic approach but rather a pragmatic attitude that swings back and forth, which exposes the country to swings in the global system.
