Uncovering the origin of ambiguity in nature-inclusive flood infrastructure projects

Abstract: ABSTRACT. We aimed to uncover the origin of ambiguity in flood infrastructure projects using Building with Nature (BwN) design principles. BwN is a new approach in flood management that simultaneously integrates societal goals, such as flood safety and recreation development, with nature development goals by actively using natural dynamics and materials in the project's design. Because BwN projects affect multiple stakeholders and several societal functions, participatory project development is of key importan… Show more

“…Consequently, in multidisciplinary teams frames are often contested (Kaplan, 2008) and guide actors towards diverse interpretations about an event (Chong and Druckman, 2007). Although the involvement of various actors with different backgrounds can lead to a better accepted project solution (Van den Hoek et al, 2014), each actor might frame the project differently. A divergence of frames often leads to situations where it is no longer clear what the issues of concern and the potential courses of action are (Brugnach et al, 2011).…”

“…For the integration of nature conservation goals, a specific vocabulary has been developed, with concepts including 'natural capital', 'ecosystem services', 'eco-engineering', 'nature-based solutions' and 'building with nature' (e.g. Van den Hoek et al, 2014). These concepts emphasise the instrumental value of nature as a reason for its protection and integration and use in policies and plans (Kok and Alkemade, 2014;Runhaar, 2017).…”
