Understanding the complex impacts of drought: A key to enhancing drought mitigation and preparedness

Abstract: Recent droughts in the United States have highlighted the nation's current and increasing vulnerability to this natural hazard. Drought-related impacts are also becoming more complex, as illustrated by the rapidly rising impacts in sectors such as recreation and tourism, energy, and transportation. Environmental and social consequences are also of increasing importance. Conflicts between water users and disputes between political entities on transboundary water issues are a reflection of the need for improved … Show more

“…The SPEI (Standardized Precipitation Evapotranspiration Index) was developed for evaluating agricultural drought severity in consideration of meteorological drought and crop evapotranspiration [17]. Accordingly, the National Drought Mitigation Center (NDMC) developed the monitoring drought system using SPEI [18][19][20]. In Korea, several studies have been performed to evaluate drought severity with drought index.…”

“…The index design aims at the timely and reliable detection of drought events with regard to their spatio-temporal extent and severity. In order to be able to consider drought impacts, which are neglected by most drought monitoring initiatives [17,18], the ECDI is linked to a mobile application. This application allows the consideration of satellite-derived drought risk in relation to the assessment of people's vulnerabilities (e.g., current rates of malnutrition) and coping capacities (e.g., access to drought-resistant seeds).…”

“…While damage to wildlife and habitats are few examples of direct impacts from drought and water scarcity (Wilhite et al 2007;Vanneuville et al 2012) the conservation measures for the protection of vulnerable species and habitats contribute to prevention and mitigation of the WS&D effects.…”
