Achieving public value and maintaining a higher public value in e-Government is considered as the ability of e-Government systems to provide efficient and better services to the citizens. The government of Sri Lanka has started e-Government developments since early 2000 investing more than 2000 million Sri Lanka rupees annually on e-Government implementation and adoption, but the level of eGovernment and public value of some websites must be further improved for a better service delivery. This study examines public value and level of e-Government in Sri Lanka based on selected ten government websites which provides most essential services to the public. The level of e-Government has been examined by using criteria of the UN-ASPA model and the public value of the selected websites has been examined through a survey. Among 1200 final year undergraduates for the year 2023, 75 of them were selected from a purposive sample who are following eGovernment subject as a part of their degree program at the Faculty of Management Studies and Commerce, University of Sri Jayewardenepura, Sri Lanka. Data were collected from a structured questionnaire to examine the public value of the websites and used descriptive statistics to analyze the data. The level of e- Government has been examined using the UN-ASPA model and results were analyzed based on a scoring method. The study revealed that the selected government websites have a relatively higher level of public value and e- Government level. Accordingly, the highest scored e-Government website is the Central Bank (23 scoring marks out of 25), and the least scored website is the Department of Registration of Persons (19 scoring marks). The public value of all the selected websites ranges from a high level to a moderate level. The Ministry of Education has scored the highest public value (the mean value is 4.2) among the ten-government websites and the Ministry of Higher Education has the lowest public value (3.8). The study observed that a higher level of public value tends to have a higher level of e-Government. A further study is necessary however, to confirm this relationship. This study contributes to the existing body of knowledge on e-Government services on Value and concludes that a higher level of public value represents a higher level of e Government services based onSri Lankan government websites. Finally, the study proposed recommendations to further improve public value level and e-Government level of the websites in Sri Lanka. Key words: Public value, e-Government, Sri Lanka

Bekasi Nyambung Bae (BEBUNGE) application is an implementation of E-Governance Innovation, which was designed by Bekasi Regency Information, Coding and Statistics Communication Service through Bekasi Regent Regulation Number 42 of 2020 and Bekasi Regent Regulation Number 51 of 2018. This study is about researchers' analysis of the inefficiencies observed in BEBUNGE online complaint service, which marked its third year in operation in August 2023. Despite its intended purpose of facilitating the reporting of urgent matters for the residents of Bekasi Regency, the research sheds light on the service's shortcomings and inefficiencies. Researchers used e-participation theory in the context of e-governance, and e-government concepts to identify problems and findings in e-governance development through BEBUNGE. The object of this research is the low percentage of resolved complaint reports as a form of inefficiency in the public complaint service on BEBUNGE application which is managed by Bekasi Regency Information, Coding and Statistics Communication Service bureaucracy. The research method used is a qualitative approach with a case study research design which was analyzed descriptively. The novelty of this research is associated with the inefficiencies in BEBUNGE complaint service, specifically addressing the low level of electronic participation in Bekasi Regency. The research results show that there is a lack of employees supervising BEBUNGE, which causes uneven coordination. To overcome this problem, they must integrate e-participation, conducting formal socialization campaigns, partnering with key bureaucracies, and collaborating with Non-Governmental Organizations (NGOs). This strategic approach targets challenges arising from a limited workforce, aiming to enhance coordination for more effective application management.

Purpose This study aims to investigate the factors that influence the use of e-government services among male and female samples, aiming at gaining a deeper understanding of how to promote digital inclusion and maximize the benefits of digitalization. Design/methodology/approach This study uses binomial logistic regression modeling on two data sets: a nationwide survey at the individual level of 8,854 usable samples conducted in 2019 and village potential statistics. Findings The survey indicates low adoption and use of e-government services among both males and females. The statistical analysis further reveals that although there might be some variations in the influencing factors between the genders, the overall patterns are similar. These findings suggest that the low adoption and use of e-government services among males and females can be attributed to factors such as misperceptions about internet-based services, resulting in low motivation to use the services, inadequate internet connectivity, affordability, limited digital skills and exposure to harmful online content. Originality/value This study conducts a gender-disaggregated analysis to determine whether the antecedents of males’ decisions to adopt e-government services differ from those of females. Such a study is underrepresented in the extant literature, particularly in the context of e-government service use.
