Undiagnosed HIV Infection Among New York City Jail Entrants, 2006: Results of a Blinded Serosurvey

Abstract: About 5%-9% of New York City jail entrants are HIV infected. Of the infected, 28% are undiagnosed; most of whom denied recognized HIV risk factors. To increase inmate's acceptance of routine testing, we are working to eliminate the required separate written consent for HIV testing to allow implementation of the Centers for Disease Control and Prevention-recommended opt out testing model.

“…A recent analysis of the conventional HIV testing program at the RIDOC demonstrated that an estimated 70–80% of males admitted to the jail completed conventional HIV testing (Beckwith, Rich et al 2010). A recent study that examined rapid HIV testing offered during jail intake in New York City reported that 69% of admissions completed testing (Begier, Bennani et al 2010). The high testing rate observed during this rapid HIV testing program may be attributable to a longstanding culture and commitment to HIV testing within the RIDOC jail.…”
