Marginalization is unavoidable in societies where exchange, distribution and accumulation of goods and services predominantly take place in the market. It follows from this that marginalization as such is not something that agencies and services can avoid, though they can seek to mitigate its negative effects in a variety of ways. When those outside the market are dependent on assistance of different kinds from several agencies, they will be especially vulnerable. The services will themselves, though not necessarily in any deliberate way, be agents of marginalization; they contribute to its often subtle and complex dynamics (Pusic 1972).
