Universal relative scaling of longitudinal structure functions in shear-dominated turbulence

Abstract: Shear significantly influences turbulence in the energy-containing range of shear-dominated flows, and the longitudinal structure functions do not have a universal form as they do in homogeneous isotropic turbulence.
