University – industry collaboration in R&D: the role of labor market rigidity

Abstract: We investigate how R&D university -industry collaboration (R&D UIC) is influenced by labor market rigidity. While it is well-established that an educated and skilled workforce will facilitate R&D UIC, another aspect of these alliances has been under-researched: the role of labor market rigidity, in particular the difficulties employers face in hiring and firing workers. We hypothesize that the size of the R&D labor pool in a country will encourage R&D UIC, and that the ease with which employers are legally all… Show more

“…However, results from Figure 2 show a direct strong positive finding. Such a relationship is strongly confirmed by the research studies of Fernandes et al (2018) and Williams and Allard (2018), who emphasise the importance and effect of U-I-C in R&D on innovation. In fact, country economic strategies and policies have critical components that comprise of a balanced, mixed design relying on the presence of research associations, varied compositions of internal knowledge linked to salient R&D resources, which when all combined lead to economic success and regional innovation, according to Looy et al (2003).…”

“…Guellec and Van Pottelsberghe De La Potterie (2003) found in their study on government funding of business R&D in 17 IJIS 12,4 OECD Member countries over two decades that direct funding from the government to companies for R&D has a positive impact on commercial activities, except in cases where subsidies are allocated to defence activities. Williams and Allard (2018) emphasise that U-I-C is the most important player in national innovation systems that enable the movement of capable employees, technology and science between the two spheres. As R&D and innovation are considered as closer to the firm's central capabilities than other activities (Yip and McKern, 2014), we propose that government organisations also have important roles to play in U-I-C, as governments aim to increase national competitiveness, wealth creation and economic growth; and collaboration between university and industry has been growing globally (Barnes et al, 2002;Berbegal-Mirabent et al, 2015).…”

“…when firms employ 50 or more workers (Aghion et al, 2021). Rigid labor laws can also decrease the level of firms' partnerships with universities for joint R&D (Williams and Allard, 2018). Based on the findings of previous research the following hypothesis is proposed:…”
