The development of food production in cities has raised some important questions about the governance of these activities and the role of city-regions. In this paper through four European case studies-Bristol (UK), Ghent (Belgium), Vigo (Spain), and Zurich (Switzerland) -we consider the ways in which food is governed at the city level. Our case studies demonstrate the role played by citizens in urban food and the challenges this brings to city-region governance. Through horizontal networking, being inspirational to other cities and citizens, communicating their demands and successes very clearly, urban food activists have raised significant questions about how cities are governed. Using the creation of localized identities, which are inclusive and embracing but rooted in their city, these food activists are looking to a future controlled by a democratic impulse rather than the technocracy of professional city managers. This paper uses a range of Weberian influenced theory to explore the topic of urban agriculture not as one simply about environmental performance but of the construction of new civic identities.

As designações cidade e campo têm desde sempre inspirado múltiplas leituras em geografia e sociologia, passando-se de uma abordagem centrada na caracterização e na evolução do campo e da cidade para novas abordagens que, nas últimas três décadas, consideram a emergência de espaços marcados pela urbanização estruturada em torno da acessibilidade. Este livro apresenta um conjunto de onze contribuições centradas em temas da geografia, retratados nas realidades de Brasil e Portugal, destacando abordagens sobre conceitos e dicotomias que remetem à relação entre cidade e campo, assim como análises de aspectos diversos, como agricultura, turismo, transporte e mobilidade, segurança, políticas públicas e desafios para o desenvolvimento dos territórios em ambos países. Os capítulos permitem entender panoramas que decorrem de trajetórias distintas no que tange à relação entre campo e cidade. No caso da realidade europeia, em que a revolução industrial incentivou o maciço êxodo dos campos para as cidades; e no contexto brasileiro, cujos processos de urbanização assumiram uma natureza política muito forte, a industrialização como motor de crescimento das cidades constituiu-se um fator mais tardio.

This paper develops a conceptual link between smart city planning and urban food systems research in terms of governance and innovation. The 'smart city' concept is linked to an urban research agenda which seeks to embed advances in technology and data collection into the infrastructures of urban environments. Through this neoliberal framework, market-led and technological solutions to city governance and development are prioritised. The urban food movement has a different trajectory compared to the smart city agenda, comprising a diverse mix of urban food production practices, including community and grassroots-based social innovations, and associated more recently with food security discourses. Recognising these ideological and epistemological differences (between the smart city and the urban food movement) is important for conceptualisations of 'smart food city' governance.Based on theoretical reflections, review material and findings from a European project on city-region food systems, the paper argues that smart technology can be an important part of the solution to city food challenges but in combination with social innovations to enable flexible modes of governance that are inclusive, technologically and socially-orientated and linked to specific city-region contexts. Key elements include city regionalism, new organisational structures and connectivities, a circular model of metabolism and social practices.
