Urban Ecology of Shrinking Cities: An Unrecognized Opportunity?

Abstract: Whereas environmental and social impacts of urban sprawl are widely discussed among scholars from both the natural and social sciences, the spatial consequences of urban decline are nearly neglected when discussing the impacts of land transition. Within the last decade, "shrinkage" and "perforation" have arisen as new terms to explain the land use development of urban regions faced with demographic change, particularly decreasing fertility, aging, and out-migration. Although shrinkage is far from being a "desi… Show more

Because urban growth has been placed at the center of major agendas around the globe, declining and shrinking spaces have not received much attention from policy makers or urban residents until recently [21]. This lack of attention has resulted in a lack of studies on these shrinking areas even though they have benefits, opportunities, and strengths for development.…”

“…Soft re-uses are mostly mediated by plants, whether as part of the landscape of an open space, or for providing benefits of an urban 'green lung' or for a productive purpose such as growing biomass (Adelaja et al 2010;Haase, 2008;Mathey et al 2015;Sinett et al 2015). The growth of plants and hence the viability of soft re-uses is dependent on a suitable level of soil functionality (Cundy et al 2013).…”

“…Today, governments act generally in terms of moral persuasion, mostly oriented towards preserving the daily activity of the steel plant (centre-right governments upholding private ownership, centre-left governments upholding the power of worker unions), consequently showing little interest for long-term environmental, economic, social or health benefits. Should such plans be fully implemented, the positive effects on local environmental conditions would, in turn, improve the social and economic conditions and attractiveness of the area, thus combating shrinkage trends (Haase, 2008). In any case, as an effect of the public indignation about pollution, in July 2011, the national government with the Apulia Region and the ILVA reached an agreement whereby the company will continue to produce steel in Taranto, but with a significant reduction in the noxious fumes to below the regional threshold, accepting periodic controls by independent consultants.…”
