This research aims to optimize tourism potential in the Buton Islands, Indonesia, using Geographic Information Systems (GIS) and Big Data Analytics. The study addresses the low tourism potential in the region and constraints in tourism development, such as lack of information and data. Qualitative methods include document analysis, literature studies, and focus group discussions. Quantitative methods involve surveying respondents about the use of GIS and Big Data Analytics in tourism development. Data was collected from government documents, online news, and direct observation of tourist sites. The results emphasize the importance of IT and GIS in developing the tourism sector in the Buton Islands, particularly in Baubau City and South Buton Regency. GIS is crucial for identifying and managing tourism potential, while Big Data Analytics helps optimize development by analyzing visitation trends, tourist preferences, and consumer behavior patterns. The integration of these technologies can improve tourist experience and efficiency of tourism-related public services. By integrating GIS, Big Data Analytics, and Information Technology, local government and stakeholders can collaborate to create a superior tourism experience, support local economic growth, and ensure the sustainability of the natural and cultural environment in the Buton Islands.

Rapid technological advances have led to the emergence of smart cities, where digital systems and technologies are integrated to improve urban life. The research aims to provide a comprehensive understanding of digital governance in smart cities by conducting in-depth studies using VOSviewer and CiteSpace. The study used a meta-analysis approach to analyze various literature from the Scopus database related to digital governance in smart cities. VOSviewer is used for visualizing and mapping keyword coexistence, while CiteSpace is used to identify influential authors, seminal works, and emerging trends in the field of research. The findings reveal key themes and concepts surrounding digital governance, including policy frameworks, citizen participation, data privacy, and cybersecurity. In addition, the analysis highlights the nature of the development of digital governance in smart cities, with a shift towards a more inclusive and participatory approach. It identifies significant research gaps and opportunities for future studies, such as integrating artificial intelligence, blockchain, and Internet of Things (IoT) technologies into the digital governance framework. The research contributes to existing knowledge by providing a comprehensive overview of digital governance in smart cities, identifying key research areas, and suggesting potential paths for further exploration.

The implementation of Smart City Governance (SCG) in Southeast Asia has gained attention as a way to improve urban life by integrating Information and Communication Technology (ICT) and citizen participation. This study examines the implementation of SCG in two Southeast Asian cities, Jakarta, Indonesia, and Kuala Lumpur, Malaysia, through online news articles analysis and data Twitter. The study employs a qualitative research method using NVivo 12 Plus software for data analysis. The study finds that the use of ICT in smart city governance in Jakarta and Kuala Lumpur has increased citizen participation through social media and government apps, especially Twitter. Analysis of Twitter data highlights the importance of monitoring public sentiment and differences in views related to the implementation of smart city governance. Citizen participation has a significant impact in improving transparency and the quality of public services. Digital inclusion is key in ensuring inclusive citizen participation and overcoming gaps in access. The study recommends that Jakarta can learn from Kuala Lumpur's success and enhance its communication strategies to increase public awareness and participation while also improving the quality and accessibility of ICT services to facilitate citizen engagement. This research provides insights for policymakers and practitioners in the development of SCG in Southeast Asia.
