Use of formal and informal care services among older people in Ireland and France

Abstract: This paper focuses on current use of elderly care services in Ireland and France. In light of health care resource allocation problems, it is important to know the level of current use of home care on which future projections may be based. With the availability of SHARE (Survey of Health Ageing and Retirement in Europe) data, it is now possible to analyse this process and estimate the relationship between formal and informal care, and our econometric model tests for endogeneity of informal care. “…One area of research that has gained significant attention in the recent years is the interplay between informal caregiving and other types of care supplied by institutionalized health and social-care systems, frequently labelled as "formal care" (Bolin et al, 2008;Bonsang, 2009;Gannon and Davin, 2010;Jimenez-Martin and Prieto, 2011;Lo Sasso and Johnson, 2002;McMaughan Moudouni et al, 2012;Spillman and Pezzin, 2000;Van Houtven and Norton, 2004;Yoo et al, 2004). Empirical studies have provided mixed evidence regarding the nature and the sign of the link between the two types of care.…”

“…The authors determined that informal and formal homecare are substitutes, while informal care is a complement to doctor and hospital visits. Furthermore, Gannon and Davin (2010) studied the use of formal and informal care services among older people in Ireland and France. Their results highlighted some health care allocation problems which indicate the increased need of homecare services for dependent elderly people.…”

“…In addition, Gannon and Davin (2010) find rather substitutive than comple-2 Balia and Brau (2014) and Bruni and Ugolini (2016) States also in more recent contributions (Li and Jensen, 2011;Guo et al, 2015).…”

“…Gannon and Davin (2010) and Charles and Sevak (2005) clearly illustrate the potential bias when not accounting properly for the simultaneous nature of LTC utilization decisions and the potential interdependencies between IC and FC. However, many of the papers focusing on the determinants for choice in LTC cited in the previous paragraphs are based on econometric models ignoring such simultaneity and interdependencies.…”
