Use of the System-of-Care Practice Review in the National Evaluation

Abstract: Evaluating the fidelity of service practices to system-of-care principles (SOC) represents a challenge in the human service field. The inadequate infusion of SOC principles into direct services could limit the usefulness of this approach. In this study we compare practice-level variables between well-developed SOC and traditional service systems and test the hypothesis that the adoption of SOC principles at the organizational level was associated with greater implementation of SOC at the practice level. “…Families who participate in services may play an active role in increasing continuity, but they may also have greater opportunity to observe coordination efforts that they may have otherwise missed . In general, family participation in care is a key principle of family-centred services and the system of care philosophy in children's mental health (Friesen & Koroloff, 1990;Hernandez et al, 2001). Thus, its emergence as a theme in the qualitative study, and its support as a scale in the C3MH, is consistent with children's mental health service principles and previous research.…”

“…adherence and consider competence as a moderating factor [46,47]. Having identified adherence as our focus of assessing IF for this study, we adapted Carroll et al Conceptual Framework for Implementation Fidelity (CFIF) [24] because it harnessed other frameworks and is a comprehensive and useful way of assessing IF [12].…”

“…The Ohio Department of Education (2009) provides for developing educators’ and practitioners’ competencies. A variety of other researchers and theorists (Anderson-Butcher, Iachini, and Wade-Mdivnian 2007; Hernandez et al 2001; Margerum 1999; Stroul 2002; Wandersman et al 2008; Yohalem et al 2007) refer to financial or other resources as critical to collaborative community problem solving. This argument implies that community stakeholders must identify discretionary dollars available to the community and/or opportunities for acquiring resources to address collaborative community goals.…”
