The main challenge for governments worldwide is to transform their systems to deliver efficient and cost effective services through information and communication technologies. Requirements engineering is a crucial activity in system development process, especially in the development of large scale systems such as E-gov applications. Inconsistencies and terminology conflicts are hindering many E-gov applications. This paper develops ontology (mainly concepts) in the domain of requirements engineering process for E-gov applications. This contributes in enabling software engineers to find out shared-understandable and common concepts to describe requirements for different domain models used in developing E-gov applications. Several documents related to E-gov requirement are collected; the main concepts and relationships are extracted and refined. The main theme of this paper is to provide common concepts and understanding of the requirements for many E-gov applications.

As a fundamental knowledge source in a global learning environment, it is feasible to apply the relational database management systems (RDBMS), object-oriented database management systems (OODBMS), and other traditional DBMS. However, the traditional DBMSs are not feasible in semantic knowledge/ontology representation and inference. One of the reasonable ways to overcome the limitations is the semantic web-based business support framework. Especially, in this study, we focused on the development of semantic web ontology and natural language (NL)-based inference framework. To validate the efficiency of the proposed framework, we considered a reasonable scenario for course recommendation in a university.

Ontology plays an essential role in recognizing the meaning of the information in Web documents. It has been shown that extracting concepts is easier than building relationships among them. For a defined set of concepts, many existing algorithms produce all possible relationships for that set. This makes the process of refining the relationships almost impossible. A new algorithm is needed to reduce the number of relationships among a defined set of concepts produced by existing algorithms. This article contributes such an algorithm, which enables a domain-knowledge expert to refine the relationships linking a set of concepts. In the research reported here, text-mining tools have been used to extract concepts in the domain of e-commerce laws. A new algorithm has been proposed to reduce the number of extracted relationships. It groups the concepts according to the number of relationships with other concepts and provides formalization. An experiment and software have been built, proving that reducing the number of relationships will reduce the efforts needed from a human expert.
