Using Knowledge for Control in Fragmented Policy Arenas

Abstract: Analysts and researchers typically value knowledge for its contributions to the wisdom of policy action. Policymakers, however, typically value knowledge for its contributions to the exercise of political control. Our research onpows of knowledge among federal, state, and local education agencies documents how knowledge may increase the Abstract effectiveness of various control strategies.

“…When there are conflicting interests and no strict decision-making hierarchy (as in the Denver case) affecting change depends on exerting control. Persuasiveness is an important component of the ability to control (Weiss and Gruber, 1984). As a result, "much of the information used in organizational life is subject to strategic misrepresentation."…”

“…Another reason knowledge is considered political is that actors can use knowledge strategically. This phenomenon occurs if politicians from one side align their experts to fight the experts from the other side in a form called "advocacy science" (Majone 1984, Weiss andGruber 1984). Another critique on the use of scientific knowledge for policymaking is that it ignores other kinds of valuable knowledge, mainly local knowledge and practical knowledge (Schön 1983, Flyvbjerg 2000.…”
