“…25 Studies have frequently reported that the frame incongruence between developers and users—in terms of the nature of technology, technology strategy, and “technology-in-use”—is a common problem complicating projects. 28,33,34 For example, Orlikowski and Gash (1999) showed, in their study of the groupware application Lotus Notes, a significant clash between the technology strategy and technology-in-use frame: While designers were convinced of the “transformative revolutionary potential” of groupware as a strategy, users failed to see any particular application of Lotus Notes to the extremely competitive and individualistic context of work and instead interpreted it as merely another “kind of e-mail.” As a result, a substantial IT investment was wasted because the frames were severely misaligned, not made explicit, or reflected upon, and thus never attended to.
